Card not visible

Hello,
A few days back I purchased 6928SE card, I installed it into my computer which is running Ubuntu 12.04 LTS, after a few hours trying to figure out how to install the driver and nothing worked, I reverted back to basics. So I did lspci command and the card is simply not there. I ran Fedora live and did lspci as well and the card do not exist.
So, do this confirm for sure that my motherboard is not detecting the device? I have 2 PCIe x16 slots, one is being used for Raedoen 7550 graphics card which is working fine, I built my system using shuttle barebone SX79R5 V1.1 and the motherboard is branded as shuttle, have no clue who is the original manufacture. Updating the BIOS to the latest did not help as well.
