I need to provide 60mA under 12V to the amplifier
Did you mean the card , cannot ? and I need external powersupply ?
Is that correcT ?

In DVB-T mode , is TBS6590 able to provide small amount of energy (I need 60mA between 4-12V) to a DVBT amplifier connected serially on the line ?

Are you sure you update version ?
because after compit & reboot
a dmesg | grep "TBS version" shows
[ 3.683272] TBS version 160405
