1.0.0.6 drivers on Win8.1 64-bit. If I reboot the machine there is a good chance the card will be inaccessible. I'm using ArgusTV and the recorder console shows in the Cards window all four tuners with "Detected - No".
If I shut the machine down cold then start up again, all is fine.

I had something very similar. With Win7 and the 1.0.0.6 drivers I could only get tuners 1 and 2 to record - 3 and 4 would not. Downgrading to the 1.0.0.5 drivers fixed it.
However the 1.0.0.6 drivers work OK on Win8.1.
