the 6508 can not send the diseqc CMD from the slave-demod. Because it 's diseqc pin has not connect to external devices.

dvbs2 : dvblast -f 1804000 -s 30000000 -v 13 -m psk_8 -5 dvbs2 -a 0

Could you try this way:
ctreat a config file<tbsecp3.conf> on /ect/modprobe.d

input: options tbsecp3 enable_msi=0

save it , then reboot the server.
