The encoder's SDI input support both video and audio in it. I don't know how about your architecture of all these devices, but if you give a input with both video and audio to the encoder, it is work ok to encoding and streaming to the ip.

Tbs2603 support http stream not hls stream, if you want play the stream on the web, you need translate the stream from http to hls, use some software, like ffmpeg.Thanks.
