Your setup fails to receive high band transponders (>11700MHz). Either your card is broken (no 22KHz tone) or your LNB is a very old "analogue" low_band_only type.

1.0.0.5 doesn't work either. Still no high band (22khz) and no diseqc..

with 1.0.0.4 the tool is stable. But that's all what I can say. 22khz and diseqc are not working.

Is it possible to add the debug feature to the new driver(s)?

btw.
none of the other performance problems have been solved yet..

TBS8921 Blindscan.exe v3.0.0.2

Until reading @Steven's post (https://shop.tbsdtv.com/forum/viewtopic.php?f=23&t=386&p=1999#p1999) I wasn't aware that an update of the blindscan tool has been released. Now diseqc seems to be supported. But what a disappointment. The tool won't finish any scan and has to be aborted manually...

First I adjusted the dish with a Sat-Finder

how do you know that your dish is pointing to 19E? Can you receive the astra 19E channels with a normal satreceiver?

Maybe your reception is poor or there's something wrong with the cables/connectors. What were your readings with the 8920?

My 8921 shows 98% quality for 5E, 12672H, 3300
