create a file called /etc/modprobe.d/dvb.conf

now find out what modules each device uses, here is an example of the TBS 5980

options dvb-usb-tbsqbox2ci adapter_nr=10

now my 5980 will always take adapter number 10

You should be able to. I don't use that app so I don't know. Try only putting dvbt2 tp into the config and see what happens

Your config file clearly states dvbt. I'm not surprised it's not finding dvbt2

Sounds like it's a CPU power save issue. Try disabling Intel pstates and or cpufreq

If its just one channel thats pretty easy, using the intel GPU (VA-API) you can transcode 4mbps to 2mbps with minimal cpu usage. transcoding 70x 4mbps feeds into 70x 2mbps feeds is going to be tough.

Different processor would mean different precompiled binaries. They'd need to release open source drivers. Till then the open source drivers that others are writing are as good as your getting. We're working hard to improve support the best we can.
