After asking on the Arch Linux forums I got a reply regarding v4l2_i2c_new_subdev_cfg. v4l2_i2c_new_subdev_cfg was defined in v4l2-common.c of v4l-utils/libv4l. It was deleted in January. It looks like this new rar is just a re-packaging or Andys work and not a proper solution
