Any tuner on any card can tune only one sub-band in one polarization.
TBS6908 have 4 input, one for each tuner. Depending of the software, you can lock more than one frequency in same sub-band.

Did you or can you run it as administrator?
Which version of windows are you using?

I use ts recorder in windows 10 and I used it on windows 7, allways as administrator (I don't really remember why).

Do you have same ts recorder version?
The link I give you is from download section of tbs6983, or are you using other tbs card?

Additionally, do you have some data about what doesn't work? Installation? Doesn't start? Crash at start? Crash when try to lock signal?

I know and I'm concious about all you say, but, original drivers are compiled over used kernel and tbs drivers compile over same kernel, It will work or don't. And if it work, Good luck! . And if it doesn't work? well, we will be where we start, nothing else.
