I see, users have a problem with local connections between oscam (as newcamd server) and TVheadend (client).

So, little QaA help you, I hope.

Q: Why TVheadened can't connect to 127.0.0.1 (oscam server)?
A: I wrote about that on 08.05.2013.

So, step by step:
add (or create) loopback setup with Your network start.

for test:
over SSH type:

ifconfig lo 127.0.0.1

check loopback setting:
type:
ifconfig lo

or simple ifconfig and You need to see something like that:

# ifconfig

In /etc/hosts is loopback already defined.

Note: missing broadcast, if someone need broadcast, send me PM.

Q: How to setup connection over camd.socket
A: As You need, but You can't keeping anonymous connection on dvbapi section.

(You need to define user, what already exist).

Also, please be careful with camd.socket, control Your reader (in oscam webif), if EMM instructions comming over camd.socket setup.
