TBS5220 device doesn't start when plugged in USB

tbs5220-dvb-c-windows-driver_v1.0.0.8.zip when installed under
windows 7 Enterprise fails to start when device is plugged in USB.
The driver did install without error messages or problems.

This device cannot start. (Code 10)

Anyone an idea what is wrong or how to correct?

This is my second non-functional TBS device ... and I have luckily only two

Install SP1.

Thanks crazycat for the response but absence of SP1 cannot be the reason of the failure because SP1 is already installed.
