Read the instructions more carefully ;)

To burn the images
For v1.3 use the v1 reinstall.bat script , for v2.1 use reinstall v2.1.bat

Don't run exe - run bat.

I run the reinstall bat for ver.1 but it doesn't install. Acts like it does but finishes too quickly and my monitor doesn't show anything. Please help...

Sillyname, not sure what is wrong. Did you set the small switch to correct position? Which Matrix hw version are you using? Which bat file did you run?

Switch is at BURN...hw version 1...bat file: MfgTool2-reinstall_v1...

I tried ver 2.1, for giggles but it hangs up on uboot...which is what i expected...

In same folder where bat files are there is also file MfgTool.log. Delete this file and then run bat file for v1 again. After that put the content of this file to http://pastebin.com/ web service and send me a link in PM. Maybe I will see what is wrong from there.

Yes. I compare the log with mine and it's very similar to yours. It should be ok.
Does it work if you install MatrixTV?

Then I don't know why Openelec doesn't. If you would have serial console attached maybe you would see something from there. But without that ... it's almost impossible to tell.
