Currently i can't get encrypted channels to work.
Did you use OSCAM ? I'm currently stuggling to get DVB-T card internal CI to work.
I suspect that since 4.1 there is CI support in TVHeadend. For 4.0.x i don't see CI option in TV card settings(in videos i have seen CI checkbox, but agian this for DVB-S settings and don't know since what release).
With OCAM if i get right, hw CI not supported, so i need external card reader.

Dummy question, but how. In web UI can't see resart and in linux SSH i'm tottaly dumb ...
I'll give a try to 4.1 tree. Anyway I'm not sure CI will work on 4.1. Can you try using the card in a PC with linux (Ubuntu, for istance) and see if it works with the 4.1 there?
OSCAM can do the CI job, but you will not need the CAM module, and put the subscriber card in a card reader attached to the box with oscam (MOI should be able to use it, expecially if you use a TBS reader).
For restart, it seems you're able to see the WebUI, try to go to the Status tab and check what's happening first. You can also enable debug from the configuration tab (the last subtab).
For restarting just TVH, enter by ssh (username root, password tbs) and perform a restart by issuing:
ps -ef | grep tvh
(note the PID of tvh)
kill <PID>
then restart using
/usr/local/bin/tvheadend -C
