Flussonic now displays signal and SNR levels what are they?

The latest codebase from Flussonic now displays SNR and signal levels. They display it as a percentage and when I asked them specifically if dBm or mV they were evasive. They first sent me to kernel.org and both of those links showed deprecated values. Then this:
They display two set of numbers for a specific value as well and the numbers seem to vary widely.

Anyone have any ideas what these values mean and what the units are?

Hi,
>> but it would be nice to know what that "raw" RF number is related to dBm or mV
It depend on DVB card supplier and driver, which we don't programming.
They display two set of numbers for a specific value as well and the numbers seem to vary widely.
