6904 with Windows Server 2019

I've just installed a TBS 6904 quad DVB S2 tuner into my Server 2019 Essentials test machine and absolutely cannot get any program or scanner to detect any channels...

The closest I can get is blind scan to report 16 channels or something but no other program will even report a signal lock. I know I have a working setup otherwise as I have a couple of Hauppauge cards in a Server 2012 Essentials machine that work beautifully so I know my infrastructure is working well.

Ive tried both the latest "windows" drives and the "windows 10 drivers" with no change in behaviour.

Could you please advise the next steps...

For windows server version do you have installed the BDA patch ? like this :

Well in an interesting turn I decided to swap cards with my hauppauge units in my production system and sure enough it works (and likewsie the hauppauge card does not work in the Server 2019 machine), so I now know the 6904 card is fully operational so I'm suspecting a BDA issue with server 2019, but I get an error trying to install the BDA patch on the Server 2019 system....
