TBS 6981 not installed correctly after reboot

I have recently upgraded my entire pc (new - cpu, motherboard, ram, hdd and graphics card) with a fresh fresh installation of win 7 pro 64bit. I have just installed a new tbs6981 tv card which was purchased 2 weeks ago. I am suffering an issue whereby after successful installation of the drivers. When the machine is rebooted the device is no longer installed correctly and hhas an exclamation mark against it in device manager. I have reinstalled windows, changed pci-express slot, used latest drivers, yet im still getting this issue.
