Is my tbs 6981 broken?

I got a 6981 on ebay. Initially I couldn't install the driver. I noticed that I get a different subsystem id than in the guide on linuxtv.org.
According to https://www.linuxtv.org/wiki/index.php/TBS6981 I should get subsystem id Subsystem: Device 6981:8888
on linux I get

I cannot install it on windows for the same reason unless I hardcode the subsystem id in the driver to the subsystem id that I got above.

Once I set the card to the number 40 or whatever that was for tbs 6981 in the open source driver everything appears to be running correctly.
I don't have the dish yet. I ordered it but still haven't received it in the mail so I tried to test out my usals rotor. I connected the rotor to the 1st output and tried a couple of different pieces of software to get it to turn with no success.

For some reason I figured I could check the voltage on the cable. I remember that on other cards the cable was electrocuting me lightly and I was always able to feel it when I touched it. I got my multimeter out and measured the voltage. I think it was around 0.5 v dc when I had the pcie power connector plugged in and 0.05 when I didn't have it plugged in. Does it have to be plugged in for the card to operate? Can anyone supply some manual that came with the card? I didn't even get a remote with a card when I bought it.

Is this card even working or am I doing something wrong? I will obviously test if I'm able to receive any signal when I get the dish but I don't wanna waste my time waiting if this card is broken. What's the best way to check it? One thing that I wanted to add is that I was able to see some signal strength being reported in vdr without the cable plugged in so I don't know maybe I'm missing something and the card is operational
