Hi miyop.
Basically... Open VLC,
Press <ctrl>+<c>
In "Captura mode" select "Digital TV"
Select device and delibery system and complete other parameters.

are you trying to use vlc for tuning as well? thats more of a beta gimic then a usable feature imo.
