TBS6984 Wont Install on Ubuntu

I have been trying for over a week now to get this card working on Linux.

Unfortunately, All I have found are dozens of tutorials and scripts for very specific setups that all seem to fail in the same way.

A little background to this, I have had my 6984 working in windows with DVBViewer for years. I recently purchased a 6209 DVB-T card so I decided to setup a stand alone Linux Tvheadend server.
I have tried from Ubuntu 12 to Ubuntu 18 and about 10 different Kernels on each. Can somebody please recommend a Linux distribution & Kernel to get the 6984 up and running. Ideally, I want a distribution and Kernel that will allow the 6984 & 6209 to run along side each other but for now I just want to get the 6984 up and running.

As mentioned above, I have tried probably 100 variations of distribution, kernel & drivers so I wouldn't know where to start posting logs from. Hopefully somebody can recommend the OS & Kernel and I will start fresh & document my success or failure. I hope someone can help, this was a great card for me over the years and I don't want to give up.

In summery, what I like:
1.. Best Linux Distribution for my TBS Cards (TBS6984 & TBS6209)
2.. Best Kernel for TBS Drivers
3.. Which drivers? Closed Source, Open Source & which version.

Please try with ubuntu 16.04 and kernel 4.6 and this package :

#wget http://www.tbsdtv.com/download/document/linux/media_build-2018-05-25.tar.bz2
# sudo rm -rf /lib/modules/`uname -r`/kernel/drivers/media/
#tar jxvf media_build-2018-05-25.tar.bz2
#cd media_build
#./install.sh
#reboot
