Maybe try from a PC, first to compare if it is due to Raspberry. If it is not due to Raspberry, update your question with that info because its look like it is a raspberry issue.

Hello Joolzg, what about connecting the tuner before booting the computer and check if this is not working better using USB 3.0 instead of USB2.0 or opposite.
