OK, I try to explain. Maybe I do not use the right term. When I was in Middle East/Europe I saw people use DVB cards and a program like skynet to download data. This data is satellite paid users download requests which you can see it too but you cannot request what you want. Whatever those paid user...

I was going to buy a TBS DVB card to use for Offline Download in USA.

But first I do not know if there is any legal issues with it and second I have no idea if any satellite provide that service for USA.

If anyone has some info, please share.
