The encoder's SDI input support both video and audio in it. I don't know how about your architecture of all these devices, but if you give a input with both video and audio to the encoder, it is work ok to encoding and streaming to the ip.

Tbs2603 support http stream not hls stream, if you want play the stream on the web, you need translate the stream from http to hls, use some software, like ffmpeg.Thanks.

Maybe you can change the hdmi cables and try again, some old cables not supoort hdmi signal so good.

We check it can support the address other than 239.xxx.xxx.xxx, what version of your encoder's? did you try the address like 224.xxx.xxx.xxx or others?which address you tryied not ok?

At the same bitrate, h265 has more better qulity than h264, and at the same quality, h265 can be set half as h264's bitrate.And at the same settings of bitrate and resolution and framerate, h265 cost twice cpu time as h264 when decoding.
The bitrate 3000 is already enough for many video input.
