No, as far as I know this is a proprietary DVB mode, I don't think there is a DVB card or DVB commercial decoder that is able to receive and lock this frequency.

Do you have any other DVB program, like DVBViewer, DVBDream, SmartDVB, or TBSViewer to check the S2 frequencies?

I can't verify it here.
