6981 ,6982 both disconntinued , current only TBS6902 on sell , for 6902 is using the latest PCIE bridge and latest tuner and demo
so 6902 is good choose for you

for dvbdream when you install just enable the tbsci plugin then you can start to use it

TBSIPTool only for DVB-S , for DVB-C there is no need to use it .

Just checked with our colleague , for your case possible have a try test the card with windows10 or windows xp ,7
and the memory 2GB is little low ,if possible have a try update the memory and try again
