Offline Download in US, How and legal issues

Hi guys

I was going to buy a TBS DVB card to use for Offline Download in USA.

But first I do not know if there is any legal issues with it and second I have no idea if any satellite provide that service for USA.

If anyone has some info, please share.

OK, I try to explain. Maybe I do not use the right term.
When I was in Middle East/Europe I saw people use DVB cards and a program like skynet to download data.
This data is satellite paid users download requests which you can see it too but you cannot request what you want. Whatever those paid users download, that is what you get.

There is a windows app called ipcleaner, works with wine too. To scrub dvb/IP and pull movies out. There isn't alot up there and most is wild feeds. I think most people use crazycats software with it.

Are you wondering if there is unencrypted isp's using satellite in na? Answer is no.

If your looking to be to view TCP/IP dvb video then ipcleaner works.

I read the link but I'm not sure what more there is.

I just know that is satellite internet paid users downstream data which everyone can receive too.
