Problem with specific transponders

I run a whole house tv distribution system with SageTV. I have 6 tuners (2 tbs6981 cards and 2 TT3600 cards). They run on a 2008R2 server, but I have the exact same problems testing under Win7 32 or 64 bit. I also run dvbe4sage as an in-between layer for tuner aggregation and software CAM interface.

This whole thing receives the Amos 2/3 satellite with package YES:

None of the TBS tuners will work on transponders 11L / 11U / 13U. These are all DVB-S 27500 QPSK 5/6 transponders. I experience extreme packet loss, even though signal quality and strength are over 90. The TT tuners work perfectly well with those transponders. Also, the other DVB-S and DVB-S2 transponders are received fine. Also there are other DVB-S 27500 QPSK 5/6 transponders on this satellite working fine

I use latest drivers (2.0.0.18) although I tried with older ones and had identical results.

If needed I can send full transponder dumps to support and other trace material.

I have the same problem.
I cannot tune on Astra 19.2E the transponder 10744H. The transponders next to that can be tuned without problem.
This seems the only transponder on Astra which is not working.
My old Technotrend 3200 card has not this problem.
Is it a driver Problem?
