Tuner fails to find any channels

Hi

I recently purchased a TBS5925 DVB-S2 tuner, unfortunately I am unable to get the tuner to work on either Windows or Linux. I have completed the following:-

Linux

1.Downloaded latest drivers from TBS website
2.Compiled and installed 64 bit driver
3.on reboot adapter is correctly found (DMesg) confirmed.
4.TVheadend can see the new tuner.
5.On selecting the the correct Muxes in Tvheadend the tuner fails to find any services, syslog shows tuning failed messages
6. Remove tvheadend and ran scan-s2 with astra.conf and failed.

Windows

1. Device driver installed form TBS website
2. Device is visible in Device Manager
3. Ran TBS Blindscan and 0 channels are found.

Can you suggest any other tests I should perform, I think the tuner may be faulty and I will need to RMA
