you're absolutely right, because with your video card and active hardware acceleration you should get close to 0% CPU load for video decoding, but less than 10% for sure. i can't suggest anything definitive since it's video card issue and an issue specific to TBS hardware, but in your case i would start with upgrading/downgrading the video card drivers as well as ask AMD/ATi support for some suggestions how to diagnose why their video acceleration is not indeed active.
